Cameron McCarthy was the prime consultant for the UO on the North Campus planning project. North Campus comprises approximately 25% of the university’s 300-acre campus and is within a City Special Area Zone (S-RP). The area features two water bodies, the Willamette River and the Millrace. CM led a consultant team through the development of a conceptual study, Master Site Plan, and accompanying land use applications (Conditional Use and Willamette Greenway permits) to obtain use approval and entitlements for approximately 30 years of planned campus development projects. The Master Site Plan provides a regulatory framework beyond the code requirements that the University chooses to implement for the North Campus area. It contains a regulatory plan, a conceptual site plan showing a scenario of potential development over decades, and conceptual plans for pedestrian and bicycle, vehicle, and service vehicle primary circulation.
