In phase one, the CM team provided comprehensive planning and design services by developing conceptual master plans for Hillside Park and Rock Ridge Park. The master plan reflected the community’s desires for sizes and types of amenities (e.g., picnic facilities, play areas, and off-street parking), overall site layout, including trail connections to surrounding areas, and orientation of any built elements. Input from BPRD and the public directed which improvements were included and prioritized. The primary purpose of phase one was to establish short-term improvements as well as a long-term development vision for each park site, which formed recommendations for the prioritization of master plan elements. The primary purpose of the later phases was to implement phase one. These subsequent phases focused efforts specifically on detailed design work and construction.

The Hillside Park master planning process involved designing improvements to the neighborhood park and an adjacent community dog park.  CM worked with KAI and the City of Bend to plan future infrastructure facilities, including parking and multi-use path connections, in addition to amending the Transportation System Plan (TSP) to remove an obsolete collector street alignment.  Rockridge Park is located outside Bend’s urban growth boundary and CM worked with Deschutes County to obtain land use permits and entitlements and to plan for future infrastructure extensions (water, wastewater, etc.) to be available to serve the park upon future boundary expansion.
